Wanted Legislature to Create Toll Road Districts Without Public Notice
Today, only counties can create toll authorities. They do so by petitioning TxDOT with a resolution from the county commissioners and have to describe how the new Regional Mobility Authority would improve mobility for people. TxDOT then publishes notice of public hearing to let the people weigh in on the issue.
If HJR 144 passed, it would have amended our Texas constitution to allow the legislature to create RMAs by local law, and to be able to do so "without the local notice required for special or local laws."
It's always a bad idea to step over the people to expedite a civic project.
